Party Designs by Shelly is a dream realized and the passion of it's Founder, Shelly Rumley.

What started as a hobby, and after years of encouragement from friends and family, PDBS was born. Based in North Carolina, in the small community of Randleman, we are centrally located to serve the Randolph and Guilford county areas. We believe that by focusing on our local community, we can deliver a higher level of service. This also allows us to cultivate great working relationships with other area vendors that our clients utilize as a part of their special event. You won't find a more dedicated, focused decorator committed to delivering an amazing experience for you and your guests.
